2026 Board Election: February 16 to March 6

OMISTA Credit Union members have the opportunity to shape the future of our organization by voting in the 2026 Board of Directors election.

OMISTA’s Board of Directors is made up of nine dedicated individuals elected by members to represent their interests and guide the credit union’s long-term strategy. To strengthen governance and decision-making, the Board seeks candidates with expertise in financial statement analysis, board or committee leadership, budgeting, strategy, and experience in legal, risk management, or governance.

Your participation helps guide the direction of OMISTA and ensures strong leadership for the years ahead.
 

Meet the Nominees

This year, four candidates are running for three available positions on the Board of Directors.
Among them: 

  • Two are current board members seeking re-election and will be indicated as "Incumbent."
  • One is currently serving as an Appointed Committee Member and will be indicated as "Appointed." 
  • One is a new candidate to the Board and will be indicated at "Candidate."

Roxanne Reeves, PhD

Incumbent

Award-winning researcher and multi-published author. Ph.D. scholarship recognized by the International Mentoring Association. Master’s work on Canadian economic history earned a Labour History Travail New Brunswick fellowship.

Career of building diverse and high-value relationships across government, private industry, family-run businesses, and academic institutions. Notably, has presented research on the intersection of immigrant newcomers, entrepreneurship, and mentorship to Senate of Canada.

Currently Executive Assistant to the Minister of Social Development, GNB and lecturer at the School of Leadership, UNB.

Inspired by artistic pursuits, stained glass artistry, and my rural upbringing, I am committed to making meaningful contributions.

Living between Mundleville and Fredericton with my husband, Shawn Graham, and two orange cats.

Objective: Reappointment as Board Director at OMISTA Credit Union

Priority Interests: Membership growth, diversity strategy, member protection, and financial resilience.

Joe Rodrigues, CFA

Appointed

I am a credit-focused investment professional currently working as a Fixed Income Analyst at Vestcor Inc. in Fredericton, NB. I focus on investment-grade corporate bonds by researching securities, developing trade ideas and managing a segment of the corporate bond portfolio. I began my career as a Fund Accountant at SS&C GlobeOp, where I gained experience in financial reporting and client servicing across various investments.

I am a member of OMISTA Credit Union’s Governance Committee. I also volunteer as treasurer for L’Arche Fredericton Inc. and Inclusion Fredericton and have served as a board member for Big Brothers Big Sisters of Fredericton and Oromocto.

My volunteer community roles as treasurer demonstrate my ability to advise stakeholders and optimize resources. With expertise in investment management, risk analysis, and strategic leadership, I believe I am well-suited to serve on the OMISTA Credit Union Board by helping guide the credit union’s direction, ensuring sound financial management, and contributing to its long-term success on behalf of its members.

I have been privileged to volunteer on the OMISTA CU Board and to be invited to attend OMISTA’s strategic planning sessions and committee meetings, where I have gained some insights into the regulatory issues facing the credit union industry, as well as how OMISTA is navigating these challenges and ensuring that its operational and financial decisions benefit its members and communities over the long term.

Building on this experience, I am eager to continue serving on the Board, further developing my governance expertise, and applying the insights I have gained to support OMISTA’s long-term strategic objectives.

I earned a Bachelor of Science in Mathematics from Dalhousie University and am a CFA charter holder.

Steve Smallwood, CPA

Incumbent

I am re-offering to serve as a Director on the Board of OMISTA Credit Union, bringing my experience as a sitting board member, along with an extensive background in the credit union and co-operative sector, and broad expertise in sales, insurance, and financial services.

I have served on the Audit, Risk and Credit Committee and completed Level A of the Credit Unions’ director training program. I know there is still more to learn—and more I can contribute—as OMISTA navigates rapidly changing times.

My 40-year career with The Co-operators began in 1982, progressing from claims to Internal Audit and then to Regional Controller. I later moved into Sales and spent 30 years as a District Manager. I received numerous awards recognizing the leadership and success of my teams in delivering profitable growth, superior customer service, and strong sales results.

After four decades with The Co-operators, I retired, having earned my Associate in the Insurance Institute and my Certified General Accountant (CPA) designation. Working for Canada’s leading co-operative insurer and financial services organization gave me a deep appreciation for the structure, values, and benefits of co-operative and credit union organizations.

Beyond my work with OMISTA, my board experience includes chairing the Co-operative Enterprise Council of New Brunswick and serving on the boards of the Moncton-area Certified General Accountants and the Goldeye Foundation, a youth co-operative learning centre in Alberta.

My volunteer work has included over 10 years as a Big Brother and serving as team captain for the Moncton Co-operators in the Coldest Night of the Year fundraiser for Youth Impact.

I am excited to continue serving as a Director for OMISTA Credit Union and thank everyone who has supported me in this opportunity.

Arthur Allan, MPA

  Candidate

I have been a member of the OMISTA Credit Union for 30-plus years since moving to New Brunswick in 1993. As I am now retired, I have the time and the interest in serving on the Board of Directors as an opportunity to give back to the community. I would appreciate your support should you feel my education and experience would be of value to the Board.

My education includes a Master of Public Administration from Dalhousie University, which focuses on leadership in the public and not-for-profit sectors. I have spent my career in the aviation industry, first as a commercial pilot, then within Transport Canada here in Moncton where I retired as the head of the Aviation division for Atlantic Canada. Throughout my career, I have held increasingly responsible leadership roles and have amassed significant experience in management, strategic planning and risk management.

I have served on numerous Boards over my career including several years with the Co-op Centre Ltd, as Chairperson of the Fundy Guild, not-for-profit focused on economic development in the Fundy region and with the Greater Moncton International Airport, where I served as Chair of the Risk Management committee and spent time on both the Finance committee and the Governance committee.

On a personal level, my wife and I have raised three children here in this community. OMISTA has always been a significant help as we went through all the normal financial demands and stressors that go along with establishing our careers and raising a family.
